Projects<\/strong><\/td>This study analyzes the causes of the loss of state revenue from PNBP for the Use of Forest Areas (PKH) for mining, which is estimated to reach 20.4 trillion per year. This study identifies the weakness of the PNBP collection system due to problems in regulation and administration, which causes difficulties in billing, calculation, payment, reporting, and supervision. This contributes to degradation and deforestation, and reduces the government's fiscal capacity to supervise mining activities. Therefore, this study proposes improvements to the PNBP collection system through the establishment of a clear basis, improvement of calculation and supervision of payments, and strengthening compliance in order to optimize state revenue and reduce negative impacts on the environment.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n

This study examines the causes of the loss of state revenue from PNBP Use of Forest Areas (PKH) for mining, which plays an important role in the forestry sector. In 2012, PNBP PKH mining contributed around 12% of the total PNBP of the forestry sector, but there is a potential for lost revenue reaching 20.4 trillion per year. This phenomenon shows a mismatch between the potential and realization of state revenue, which is caused by weaknesses in the PNBP collection system, such as at the billing and supervision stages.<\/p>\n\n\n\n

This loss of state revenue also contributes to forest degradation and deforestation. Based on data from Forest Watch Indonesia, mining activities in forest areas cause significant forest damage, with around 70% of damage caused by mining activities. In addition, the suboptimal implementation of reclamation and revegetation obligations has worsened environmental conditions. The government needs to improve fiscal capacity so that it can be more effective in monitoring and handling the negative impacts of mining PKH.<\/p>\n\n\n\n

This study aims to calculate the potential loss of PNBP, analyze the causes, and formulate policy recommendations to optimize the PNBP collection system. These improvements include regulatory improvements, calculation of payment obligations, payment processes, and compliance monitoring to increase state revenues and minimize negative impacts on forests.<\/p>\n\n\n\n
