Projects<\/strong><\/td>This study explores the political economy of benefit distribution mechanisms (BSM) for mitigating deforestation and forest degradation in Bulungan District, North Kalimantan, by assessing weaknesses in the allocation and distribution of Forest Resource Provisions (PSDH) and Reforestation Funds (DR) through the Revenue Sharing Fund (DBH) scheme, which have not provided effective incentives to prevent forest degradation. This study proposes a BSM design based on forestry and mining revenues that can combine institutional approaches and public participation in supporting more effective mitigation policies. A political economy analysis is conducted to map the roles and positions of actors inside and outside the bureaucracy, such as local governments, civil society organizations, political parties, and indigenous groups, in order to determine the most influential actor groups in implementing proposed policies at the local level.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n

This study explores the political economy of benefit distribution mechanisms (BSM) for mitigating deforestation and forest degradation in Ketapang Regency. Bulungan, North Kalimantan<\/strong>, focusing on the allocation and distribution of Forest Resource Provision (PSDH) and Reforestation Fund (DR) through the Revenue Sharing Fund (DBH) scheme. This study underlines the need for an appropriate BSM scheme to provide more effective incentives for forestry and mining sector actors in preventing forest degradation, given the high rate of deforestation in Indonesia. In this context, this study aims to design a policy that combines institutional approaches and public participation in more targeted mitigation efforts.<\/p>\n\n\n\n

This report is part of a study prepared by Article 33 Indonesia to map strategic issues related to deforestation mitigation in Indonesia. This study identifies that PSDH and DR management that is more in line with the objectives of mitigating deforestation and forest degradation at the local level can provide a gap for more effective policy interventions. The proposed BSM scheme is designed by taking into account the current conditions of public financial institutions, while also opening up space for public participation in the decision-making process.<\/p>\n\n\n\n
