This workshop responded to fundamental issues in the villages surrounding the mining area in North Konawe Regency, where physical assistance and public facilities from mining companies&#039; Community Empowerment and Community Development (PPM) and CSR programs often remain in &quot;floating&quot; status without clear legal ownership. This condition without standard procedures and orderly administration triggers the risk of abandoned assets because they are not recorded in the Village Budget (APBDes), are vulnerable to claims by other parties, and have the potential to be lost when the company&#039;s operational period ends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a strategic solution, the workshop involving Regional Device Organizations (OPD), village governments, representatives of mining companies (such as PT ANTAM and PT Stargate Pacific Resources), and civil society organizations implemented the method <em>Participatory Legislative Drafting<\/em> and ROCCIPI diagnostic analysis. This forum successfully identified regulatory gaps, capacity constraints, and inter-actor interest dynamics, while simultaneously formulating the initial draft and technical guidelines for the North Konawe Regent&#039;s Regulation (Perbup).
