ProjectsThis study discusses the implementation of free basic education in Indonesia by reviewing relevant literature, international conventions, and regulations through a scoping study approach. The focus is on budget adequacy, equity, and efficiency of education funding, with data cited from research institutions such as the World Bank and ACDP. This study uses education cost estimates from the study of Abbas Gozali (2008) to calculate the required budget, analyzes equity through a comparison of fund allocations across regions and socio-economic groups, and assesses efficiency by comparing budget allocations to learning outcomes. These findings aim to support an inclusive and sustainable free basic education policy.

This study explores the implementation of free basic education in Indonesia using a scoping study approach to review relevant literature, international conventions, and regulations. The focus is on budget adequacy, equity, and efficiency in basic education funding. This study identifies that the budget estimate for free education, based on the study by Abbas Gozali (2008), provides an overview of the funding needs required to ensure the sustainability of the program. 

In addition, research from the World Bank and ACDP also serves as an important reference in supporting this analysis. This study highlights the disparity in education funding between geographical regions and socio-economic groups, and its efficiency is measured through a comparison between budget allocations and learning outcomes. By providing strategic recommendations for policymakers, this study serves as an important foundation for supporting equitable and sustainable free basic education.
