This study explores the administrative system of collecting Non-Tax State Revenue (PNBP) from forestry and mining in forest areas and designs a benefit distribution mechanism to mitigate deforestation and forest degradation. With a focus on Kutai Kartanegara Regency and Musi Banyuasin Regency, this study highlights the importance of better public financial management at the point of collection, allocation, and distribution of state revenues. The results of the study indicate that weaknesses in public financial management, such as low efficiency of the revenue collection and distribution system, contribute to high deforestation rates. Therefore, this study provides an important basis for designing appropriate incentive mechanisms to support the environmental sustainability and deforestation mitigation agenda.
This report is part of a study prepared by Article 33 Indonesia under the SETAPAK Program, with the aim of mapping strategic issues related to public financial management in the forestry and mining sectors. This study is divided into two main parts, namely the analysis of the PNBP collection administration system at the collection point and the political economy analysis at the allocation and distribution point. The findings are expected to provide relevant data-based policy recommendations for policy makers at the central and regional levels, as well as strengthen the environmental sustainability advocacy agenda.
