In the National Medium Term Development Plan document or RPJMN for 2020 to 2024, one of the development agendas set by the government is to strengthen economic resilience for quality growth. One form of implementation of this agenda is strengthening the tourism sector because the tourism sector is considered capable of being a quality growth driving sector.
Lake Toba as one of the priority destinations has been upgraded to Super Priority Tourism Destination (DPSP) along with 4 other DPSPs. It is hoped that the implementation of the DPSP area will encourage investment, increase tourist visits and increase the involvement of MSMEs. The determination of DPSP also ensures integration
development planning, including infrastructure, tourist villages, and human resources.
Therefore, in order to ensure that the Lake Toba DPSP development planning is carried out well, a strategy is needed to allocate funding sources appropriately through investment needs analysis. Both financing comes from investment from state-owned enterprises and private-owned enterprises.
To help the economic recovery of North Sumatra, steps are needed to increase the effectiveness of tourism programs. One of them is increasing the effectiveness of the DPSP program. This study analyzes investment needs to develop the tourism sector and the economy in general in three districts that are linked to the Lake Toba DPSP. The three districts are Simalungun, Samosir and Toba districts.
