When the Indonesian Government started to implement 12 years of compulsory education, the Government was still faced with the problem of low quality of basic education services. Minimum Service Standards (SPM) as a benchmark for the performance of regional governments (districts and cities) in providing basic education, in fact the final deadline set in 2014 has not yet been achieved. The problem of lack of availability of school facilities and infrastructure is the main factor in the low quality of basic education services.
Missing the target of fulfilling school facilities and infrastructure which is the SPM target is a problem that must be resolved immediately before the Government rolls out 12 years of Compulsory Education. The low availability of facilities and infrastructure is not due to the lack of a budget alone, but also the absence of standard unit costs for investment in facilities and infrastructure that can be used as a budgeting reference.
Based on the facts above, the Indonesian Article 33 Association has conducted a study "Calculation of Standard Unit Costs for Investment in School Facilities and Infrastructure at Elementary, Middle School and High School and MA Levels in Indonesia". The study is aimed at (1) calculating the unit costs of school facilities and infrastructure at elementary, middle and high school levels; (2) provide input to the Directorate General of Primary and Secondary Education, Ministry of Education and Culture of the Republic of Indonesia and the National Education Standards Agency (BNSP) to make regulations regarding Unit Cost Standards for Investment in School Facilities and Infrastructure at elementary, middle and high school levels and (3) assist the Government districts/cities in the study area to calculate budget requirements for the provision of investment in facilities and infrastructure
