Article 33 Indonesia as one of the partners of the Local Education Group and in collaboration with UNICEF held an activity entitled Introduction to Educational Report Cards and Their Use for Planning.
This activity was attended by 26 people from 13 institutions and was carried out individually hybrid at Grove Suites by Grand Aston Jakarta, also via Zoom on Friday (01/09/2023). The event was divided into four sessions with four different speakers from the Ministry of Education and Culture.
This activity aims to introduce and provide understanding to participants regarding the optimization of education report cards as the main data in evaluating the education system and to gain support from various related groups. platforms education report. First session, opened with a presentation by Mr. Irsyad Zamjani, Head of PSKP, Kemendikbudristek regarding the Urgency of Education Report Cards and the introduction of the Education Report Card platform. In the presentation, it was stated that the Education Report Card (RP) is platforms which contains main educational data for educational units and regions. RP has an important role as the main data source for analyzing the quality of education; measuring tools oriented to learning outcomes; external and internal education system evaluation measurement instruments; source of planning data for educational units; an instrument to ease the burden on school administration.
Second session, carried out with a presentation by Mrs. Fransisca Nuraini, PSKP, Kemendikbudristek regarding the Introduction to Education Report Card Indicators. In the presentation, it was stated that with the new Education Report 2.0 feature on special indicators, when conveying the root of the problem, recommendations will appear and be integrated directly with the Merdeka Mengajar Platform. So users can see various training to develop competencies as recommendations. In addition, the RP as a standard was developed from an assessment framework of 8 standards, resulting in 5 frameworks A and B in regional report cards, C from the GTK standards, D and E from the description of the contents of the infrastructure and financing assessment process. Internal report cards to carry out regional evaluations as well as regionally. Which schools need attention, what indicators need improvement. Since 2021, the Ministry of Home Affairs has revised the Minister of Home Affairs Regulation, and SPM indicators have been attached. The drafting of the Minister of Education and Culture Regulation is still under discussion, in Minister of Home Affairs Regulation No. 59 are included as SPM indicators even though the Minister of Education and Culture Regulation will only be released in 2022. The SPM index is determined by the Ministry of Home Affairs.
Third session, presentation by Mrs. Lanny Anggraini, PIC PBD Satpen, Kemendikbudristek, regarding the use of education report cards for planning educational units. It was stated that the education report card was an extraordinary achievement in the last 20 years. There are 6 basic education indicators, 8 for vocational schools, 3 for PAUD. Currently there are still 8,000 educational units that do not have RP, due to several factors. RP and PBD revealed in April 2022, 75% related to primary and secondary education. At the beginning of the year the education unit can see a reference from the education report card data. The hope is to build behavior or culture in budgeting and planning which is carried out periodically from year to year, thereby improving performance. With data-based planning, the root of the problem can be identified until the improvement process occurs, it is analyzed, the RKT is included, and it is ensured that the educational unit makes it happen.
Fourth session, presentation by Mr. Hayun Kusumah, Regional PBD PIC, Ministry of Education and Culture, regarding the use of education report cards for regional planning. It was stated that under the province secondary education and special education are managed. In districts/cities it is managed at PAUD, SD, SMP levels (ABC package). Regions have an important role because they aggregate report card scores so they can synergize improvements in their regions. Indicators are mostly aggregated from educational units. There are also several indicators that only local governments can do, schools cannot. For example, regarding increasing school enrollment rates (APS), improving learning outcomes, where the direct influence is teachers and the role of local government is very important in the implementation and use of education report cards. RP is used in Regional Government to make improvements, this intervention uses the Minimum Service Standards (SPM) instrument. SPM is in Law no. 23 of 2014. To make improvements in 6 areas: education, health, public housing, social affairs, public works, and public order and protection. To improve education, the instruments used by SPM are for the minimum basic services received by citizens. Recipients are Provinces and Regencies/Cities, except in Papua because there is special autonomy.
At each session the presentation from the presenter was completed, followed by a question and answer session by the participants, the enthusiasm of the participants towards platforms which dmade by the Ministry of Education and Culture, this can be seen from the number of responses starting from pquestions and suggestions for improving the use of Educational Report Cards and their utilization.
Currently the education department and education units have access to the Education Report Card so that it can be used. Therefore, education report cards also need to be influenced by various groups so that they function more optimally.
It is hoped that with this event platforms Education Report Cards can get support not only from education stakeholders, but also from various groups such as academics, development partners, research institutions and community organizations. This activity in Jakarta is batches first of two batches which will be held on September 8 in Bandung.
