This final report is a comprehensive study conducted by Article 33 Indonesia with support from the Foreign, Commonwealth & Development Office (FCDO) of the United Kingdom. The document analyzes Indonesia’s K-12 and TVET (vocational education) landscape, evaluates literacy and numeracy achievements, and identifies strategic partnership opportunities to strengthen the national education reform agenda toward the Golden Indonesia 2045 vision. By synthesizing policy reviews, national quantitative data, and comparative insights from the UK education ecosystem as well as various partner countries, the report presents a holistic overview of the system’s needs and the potential for integrating global best practices into Indonesia’s decentralized education system.
The report outlines four core collaboration pathways, encompassing the leverage of international education for systemic learning improvements, the enhancement of teacher professionalism, the strengthening of school quality assurance, and the alignment of TVET with industry requirements. Serving as a practical guide for policymakers and education providers, this document offers concrete recommendations to broaden partnership regulatory frameworks, empower local governments as facilitators, and support demand-led pilot models to build a more inclusive, high-quality, and sustainable education system.
