Indonesia for Budget Transparency (FITRA) South Sumatra together with Article 33 and the Musi Banyuasin (Muba) Regency Government held a seminar with the theme "Fair ADD to Accelerate Development in Mining Producing and Affected Villages." This event was held in Sekayu, Muba, South Sumatra on Tuesday, June 21 2016.

This seminar was opened by the Regent of Muba Beni Hernedi, represented by Assistant II of the Muba Regional Secretariat, Ir H Sulaiman Zakaria MT. This event was also attended by the Chairman of the Muba DPRD, Abusari SH MSi, the Head of the Muba Regency Bappeda, Akmal Edy, SKPD representatives within the Muba Regency Government, and other guests. From FITRA South Sumatra, FITRA South Sumatra Regional Council Abdul Aziz Thursday and FITRA South Sumatra Coordinator Nunik Handayani were present.

South Sumatra FITRA Coordinator, Nunik Handayani, in her presentation said that Muba is an area rich in natural resources. Currently, Muba regional income is very dependent on balancing funds. Meanwhile, the trend of income from the balancing fund is decreasing, in 2016 it is predicted to be IDR 2.7 T, and it is predicted that in 2017 it will fall again to IDR 2.1 T. This is what needs to be anticipated, in preparation for children and grandchildren, as before, don't let there be an oil and gas curse.

"Currently, on average, around 90% of regional income comes from balancing funds, PAD is around 4 percent, which is very small, as are other incomes. Meanwhile, this mine will run out, whether in 50 years or how many years. "The regional government must anticipate and prepare, when the mining results run out, the village community can survive with preparations made from the start," he said.

According to Nunik, with conditions like today, if there are no changes, it will be difficult to achieve Permata Muba's vision. He said, for village development there is a mandate from Law Number 6 of 2014, especially regarding ADD. In 2013, Muba Regency actually accommodated additional funds for natural resource producing villages, namely IDR 100 million for producing areas and IDR 80 million for non-producing villages.

"However, in 2014, the amount was reduced to IDR 97,272,727 for producing villages and IDR 70 million for non-producing villages. "This means there is a difference of IDR 20 million for mining producing villages and non-producing villages," he explained.

If you look at Muba, dependence on the APBD is very high, when there is a downturn it will collapse, if there is no preparation from now. The offer is that the use of ADD must be oriented towards long-term development, increasing human resource capacity, supporting access to capital for community businesses in the form of cooperatives and BUMDes, building and developing renewable energy infrastructure and environmental sustainability, other developments in the village (tourism, palm oil industry, agriculture, etc. ).

"There is a proposed revision of the Regional Regulation for additional ADD allocations for producing and mining-affected areas which are grouped into Producing Regions, Region I Regions, Region II Regions, and non-Regional Regions," said Nunik.

After presentations from resource persons, questions and answers and discussions, the conclusion from this seminar was that mining-producing and mining-affected areas need to receive more of the ADD because of the various adverse impacts resulting from mining exploitation in their areas. The Muba Regency Government also needs to conduct a study of its area so that ADD optimization can be achieved. Apart from that, there is a need for an independent institution to supervise the implementation of ADD in Muba Regency.
