Population, Family Planning and Family Development (KKBPK) is one of the important programs in encouraging human resource development. Several laws and regulations have been implemented to support the KKBPK program. One of them is Law no. 52 of 2009 concerning Population Development and Family Development, hereinafter referred to as the Population Development and Family Development Law, which regulates that population is the central point in sustainable development. Important aspects that are key to sustainable and inclusive development, where all residents can participate in development and can enjoy the results of development equally, include, among others: (1) controlling the birth rate; (2) reduction in mortality; (3) directing population mobility; and (4) improving the quality of the population.
From an institutional aspect, the KKBPK Program is the responsibility of various elements from the central government to district/city level governments. Based on the division of central-regional authority within the framework of decentralization and regional autonomy, the KKBPK Program is a joint authority between the central, provincial and district/city governments. This is stated in Law no. 23 of 2014 concerning Regional Government, hereinafter referred to as the Village Government Law. These matters are: (1) Population Control; 2) family planning (KB); and (3) Prosperous Family. Meanwhile, there is 1 (one) matter which is the authority of the center, namely standardization of family planning services and certification of family planning instructors.
