Article 33 collaborates with the Coordinating Ministry for Human Development and Culture in designing alternative Village Fund formulations

Community development programs need to consider different conditions in villages. Village Funds as a source of funding for villages are expected to empower villages so that they can utilize their assets for the welfare of local residents and overcome social and economic gaps in the village. Affirmative considerations are needed in reformulating Village Fund allocations for villages with geographic or socio-cultural challenges, namely underdeveloped, frontier and outermost villages.

In collaboration with the Coordinating Ministry for Human Development and Culture (Kemenko PMK), on 21-22 April 2017 in Bogor, KSI Article 33 partners facilitated relevant stakeholders to try alternative Village Fund formulations using the Analytical Hierarchy Process (AHP) method. This method is a structured technique for organizing and analyzing complex decisions. This method has specific applications in group decision making and is used throughout the world in a wide variety of decision-making situations, in fields such as government, business, industry, health care, and education. Rather than prescribing the “right” decision, AHP helps decision makers find the one that best fits their goals and understanding of the problem. This method provides a comprehensive and rational framework for structuring a decision problem, for representing and measuring its elements, for relating those elements to an overall goal, and for evaluating alternative solutions.

In this process, policy makers and related experts gather at seminars to rank the dimensions, variables and indicators that are considered the most important factors for having a fair and affirmative Village Fund. Present at the discussion were representatives from the Coordinating Ministry for Human Development and Culture, the Ministry of Villages, Bappenas, the Ministry of Home Affairs, the Ministry of Finance, the Presidential Staff Office and several KSI policy research institutions.
