Cash Labor Intensive Program in Villages (PKTD) is aimed at achieving the target of creating 5 million – 6.6 million workers in rural areas. Apart from encouraging community participation in village development, the allocation of 30% village funds for labor-intensive programs aims to create temporary jobs and increase the purchasing power of people in rural areas. In addition, PKTD is expected to increase women's access to participation and empowerment in village communities.
This study is the first step to provide an overview of the implementation of the PKTD Phase 1 program regarding planning, implementation, as well as obstacles in planning and implementation, including gender aspects that exist in each process. The method used in this evaluation study is process evaluation, where evaluation is carried out on programs that are being implemented and operated. The GESI framework is used in this study to identify gender relations at the household, village community level and the wider public sphere, which are factors in women's involvement in village development.
This qualitative study was carried out by collecting information through in-depth interviews, direct observation and document collection. The study locations consisted of Karangmulya Village and Karangkerta Village (Indramayu Regency, West Java Province) and Mandahu Village and Makamenggit Village (East Sumba Regency, East Nusa Tenggara Province).
