INSTITUTION DESCRIPTION

Yayasan Artikel Tiga Tiga Indonesia is a policy research institution for inclusive development issues. Artikel Tiga Tiga Indonesia has produced various researches especially in 4 main areas: (a) education; (b) regional economy; (c) natural resources/climate change (natural resources, climate, and energy); (d) Gender Equity, Disability and Social Inclusion (GEDSI). In addition to research, Artikel Tiga Tiga Indonesia has also provided various policy development assistance for related governments and built networks with various relevant civil society organizations.

ABOUT THE PROGRAM

Program CREATION (Collaboration for Indonesian Children's Education), funded by the Global Partnership for Education (GPE) and Save the Children, aims to improve learning and literacy, numeracy, and character competencies of primary school-aged children and improve early childhood foundation skills that support their transition to the next stage through practices and policies in four fundamental areas (outcomes), namely: curriculum and assessment, teaching, leadership, and child protection. These four areas are in line with the four aspects of the ideal school.  

  1. Curriculum and Assessment.  Area This is in line with the aspect of student-centered learning, which has a scope related to the implementation of the national curriculum which applies differentiated learning, and carries out assessments to obtain data as a basis for designing learning plans.
  2. Teaching. This area is in line with the educational aspect that reflective, keen to learn, share, and collaborate where teaching applies differentiated learning, adaptive pedagogical methods and creates an active and participatory environment, as well as the use of learning communities.
  3. Leadership. This area is in line with Leadership for continuous improvement of education services where increasing the capacity of school principals for school leadership is carried out through the principal learning community, and ensuring that they can supervise learning and design the curriculum of educational units.
  4. Child protection. This area is in line with the aspect A safe, inclusive and diversity-celebrating school climate where child protection includes prevention of bullying, sexual violence and ensuring an inclusive environment.

LOCATION & WORK PERIOD

The KREASI program managed by Article 33 Indonesia is carried out in North Nias Regency, North Sumatra Province. The working period is 1 (one) year, starting from the MEAL candidate (Monitoring, Evaluation, Accountability, and Learning) The selected officers signed contracts until December 2025.

SCOPE OF WORK

  1. Monitoring and Data Collection
    – Develop and implement program data collection systems 
    - Develop tools monitoring required by the program based on program achievement targets.
    – Ensure data collection is carried out in a timely and accurate manner in accordance with the monitoring and evaluation plan.
    - Develop beneficiary data tracker which is valid and periodic.
    – Conduct regular field visits to monitor program activities and ensure the quality of program implementation.
    – Manage feedback, complaints and suggestions from beneficiaries (schools, teachers,) including the government and ensure all feedback, complaints and suggestions are reported to the organization and responded to.
  2. Evaluation and Reporting
    – Design and develop baseline/preliminary study, midline/mid-program evaluation and endline/final program evaluation.
    – Assist the program team in developing a monitoring framework and logical framework (log frame) programs.
    – Ensure quality baseline, midterm, And endline. This includes providing input into the development of activity reference frameworks, supporting implementation in the field and providing feedback and input into consultant reports
    – Responsible for analyzing data and contributing to the preparation of program reports.
    - Give feedback/actionable feedback and recommendations to improve program effectiveness and impact.
  3. Data Quality and Compliance/Compliance
    – Ensure compliance with data quality standards (accuracy, timeliness, and completeness) throughout the monitoring and evaluation process.
    – Ensure and maintain the accuracy of all monitoring and evaluation data and ensure organized data storage.
    – Ensure compliance with donor monitoring and evaluation requirements.
  4. Collaboration and stakeholder involvement 
    – Collaborate with Program Manager, Officers, field staff, and external stakeholders (e.g. donors, government agencies) on matters related to monitoring and evaluation.
    – Participate in regular program meetings to share findings and recommendations.
    – Support the implementation of evaluations and audits carried out by external parties as needed.
  5. Learning and Sharing Knowledge
    – Contribute to efforts to share knowledge and good practices within the organization and to external parties.
    – Assist in sharing findings from the Monitoring and Evaluation process, success stories, and lessons learned from program implementation with relevant stakeholders.

QUALIFICATION SPECIAL
To be able to carry out his/her responsibilities as a MEAL Officer, he/she must meet the following requirements and qualifications:

  1. Bachelor's degree in Social Sciences, Development Studies, Statistics, Monitoring & Evaluation, or other related fields.
  2. Minimum 2-3 years experience in M&E, preferably previous experience working with NGOs.
  3. Have knowledge and experience in using data collection tools and databases (e.g. Excel, SPSS, or other data analysis tools), and survey methodologies.
  4. Have knowledge of monitoring and evaluation frameworks (e.g., logframes and program theory of change).
  5. Experience in creating reports and presenting data to diverse audiences.

GENERAL QUALIFICATIONS

  1. Have analytical and problem solving skills.
  2. Proficient in using data analysis tools (e.g. SPSS, STATA, or similar).
  3. Have good communication skills, both written and oral.
  4. Able to work independently with supervision and quality output.
  5. Willing to travel to North Nias Regency.
